The Broken Heart of Ferguson

I have few words for Ferguson, for yet another Black kid shot and killed and no justice for the killing. I sit and think about what I should say, and there is so much to say, but mostly it just hurts my stomach and my heart, and the screen blurs. Still, I have to say something.

At the centre of this is a young life lost to us. Someone here who lived and breathed and laughed and dreamed, and who is not here any longer. Whose last moments were of pain and fear. Surrounding that terrible new wound of an absence is the pain of families and friends and those who loved him. That pain will stretch forever into the future. We never stop mourning the loss of those we love. Surrounding that, the pain of the wider community, the reawakened trauma of all other families who have survived these same circumstances around the world, and the pain belonging to all of us who grieve. There is also an ever deepening fear among youth that they could be killed at any time, and among parents that they could lose their children whenever they leave their homes. And of course, there is an intense anger. Because no one should suffer this ever. Because things like this should never happen. Because if this does happen, our society needs to take steps to find justice and do whatever it can to ensure it does not happen again. Instead it does worse than nothing — it blames the dead.

Because all of this intense pain and suffering that marks one grouping of reactions to this murder sits encompassed within a larger, and much whiter group of people across the nation that does not value Black life, does not value Black children, does not see these children as its own to love and protect and cherish. Instead it fears them, it desires protection from them, and it refuses to convict those who kill them in the name of that defense. It is a tragic split that is eating away at the U.S., that perhaps has already destroyed it because this goes so far back. My only hope is in the communities coming together to stop this, end this, change this. People bridging old boundaries and fears. A growing dialogue about just how bad things are and how things have to change. That is the only way that hope lies for everyone.

But so many lives have been lost. It has been good, actually, to go through this, to share this, through my social media community. There was this posted, that made me cry:

I have gone through the violent death of a child with one family I love well, and a piece of my heart was literally burned away by their grief, and the sound of Maria screaming over his grave will echo forever in my ears. I hear it every time a child is killed.

More intellectually, there is James Baldwin to educate about the measure of justice:

Well, if one really wishes to know how justice is administered in a country, one does not question the policemen, the lawyers, the judges, or the protected members of the middle class. One goes to the unprotected — those, precisely, who need the law’s protection most! — and listens to their testimony. Ask any Mexican, any Puerto Rican, any black man, any poor person — ask the wretched how they fare in the halls of justice, and then you will know, not whether or not the country is just, but whether or not it has any love for justice, or any concept of it. It is certain, in any case, that ignorance, allied with power, is the most ferocious enemy justice can have.

Tips For Being An Unarmed Black Teen

With riots raging in Ferguson, MO following the shooting death by police of an unarmed African-American youth, the nation has turned its eyes toward social injustice and the continuing crisis of race relations. Here are The Onion’s tips for being an unarmed black teen in America:

  • Shy away from dangerous, heavily policed areas.
  • Avoid swaggering or any other confident behavior that suggests you are not completely subjugated.
  • Be sure not to pick up any object that could be perceived by a police officer as a firearm, such as a cell phone, a food item, or nothing.
  • Explain in clear and logical terms that you do not enjoy being shot, and would prefer that it not happen.
  • Don’t let society stereotype you as a petty criminal. Remember that you can be seen as so much more, from an armed robbery suspect, to a rape suspect, to a murder suspect.
  • Try to see it from a police officer’s point of view: You may be unarmed, but you’re also black.
  • Avoid wearing clothing associated with the gang lifestyle, such as shirts and pants.
  • Revel in the fact that by simply existing, you exert a threatening presence over the nation’s police force.
  • Be as polite and straightforward as possible when police officers are kicking the shit out of you.

I’m noticing more and more that the Onion can no longer practice satire, because our society has reached the point where satire is impossible. These are literally the conversations my friends are being forced to have with their children. It breaks my heart. Just like being here, in London, through all this. Massive protests are happening all over the U.S., including my friends taking the streets back in L.A. I am so proud. What else is there to do when nothing else is creating change? I am also proud of the movement coming out of this, the demands as they are being developed by Ferguson protestors and the invitation to comment and contribute to this struggle that affects all of us, but people of colour as the most vulnerable to institutional violence most. I am proud to follow their lead, wherever they choose to take this fight. Take a look, comment, support. They are:

Here in London we at least were able to show solidarity and thankfully made the BBC news to do so, to send as much support from one city to another, one people to another. Hopefully put just a little more international pressure on the federal government to step in. Sadly, our nations are too connected in the ways Black men are killed and justice never comes, and changes are desperately needed in both places.

One of the most powerful things I’ve seen has been this collection of artwork emerging over twitter from Shirin Barghi @shebe86, the last words of Black people shot dead in recent years. Their names are so familiar, and they are only some among many: Kendrec McDade, Sean Bell, Oscar Grant, Kimani Gray, John Crawford, Amadou Diallo, Eric Garner, Kenneth Chamberlain, Trayvon Martin. In the UK it is Mark Duggan, Sean Rigg, Smiley Culture, Stephen Lawrence, again among too too many others. Carole Duggan spoke at the London protest, and it struck me when she said that we will be fighting injustice for the rest of our lives. So be it. My Speech for the Lambeth SOS delegation to the Mayor and Council

The demo was great last night I thought, especially given that we are now in the long hard grind of the 3rd year of cuts, and services have been cut, coworkers made redundant, and contact with friends and families lost. We wanted to highlight the deep cuts to children’s services that have already taken place by building our own adventure playground on the steps of city hall. We painted a backdrop over the weekend while leafleting for the demo

We created a library backdrop as well, as our libraries are still on the block. Only a small delegation was allowed in of course, though many joined us in the gallery. Public speaking isn’t quite my forte, but this is what I did my best to say:

Good evening Mr Mayor and Councillors. Thank you for agreeing to listen to me.

My name is Andrea Gibbons and I am speaking on behalf of Lambeth Save Our Services.

We set up Lambeth SOS in 2010 because we could see the cuts that were coming and we could see the damage that they
would do.

Over the past two years you have made £66 Million in cuts, and they have done real damage.

We have lost the Park Ranger:s.

We have lost the Ethnic Minority Achievement Team.

Two years ago, I was there when the former Leader promised that no Adventure Playgrounds would close – but if you visit our Parks this weekend you will see the tragic sight of deserted Adventure Playgrounds standing empty. There is nothing more tragic than a deserted and locked up playground.

At the same time you have made more than 550 redundancies and outsourced 100 jobs, jobs belonging to friends of mine, and half of them to Southampton.

These have been some of the effects of the cuts so far.

Now you face making cuts of £108 Million over the next four years, most of which have yet to be planned. These cuts will devastate our services and our communities and throw hundreds more workers on to the scrap heap of unemployment.

We all know two things about these cuts.

First, they arise from the policies of Central Government, who are forcing through spending reductions not to reduce the public sector deficit, because they haven’t and won’t, but in order to destroy our Welfare State.

Secondly, this is not a poor country that is short of money.

Seventy years ago, after the Second World War, when we had far less, the Attlee Labour Government created many of the services which are under attack from this Government.

If they could do that then, we do not need to tolerate these cuts now.

The cuts to our jobs and services are a political attack upon our communities by a Cabinet with a majority of millionaires.

Lambeth SOS believes that Lambeth, the whole borough, all of us, should fight back against this political attack.

And that includes you Councillors.

We believe that, instead of planning only how to live within the ever tighter financial limits which the Government set for you, you should be leading the fight against these cuts.

The Co-operative Council is not going to be an antidote to these cuts – particularly not when your next step is going to be to appoint three new Commissioning Directors each on more than £100,000.

Labour Councillors have rightly taken a strong line in opposition to the threat to Clapham Fire Station. We think you should fight just as hard to protect all our services.

I think that if you are going to set a budget which makes further cuts that you should not meet in this chamber.

I think you should meet in one of our closed down Adventure Playgrounds so that you can reflect upon the consequences of your actions.

Whatever you decide, Councillors, there are citizens and staff who will resist further cuts, whoever is making them.

In reply they said everything I said had been true, we were facing something unprecedented, we had to lobby the central government…but in response to our request for a council that will lead us in the fight? I’m afraid I don’t really see them leading much of anything.

But we will continue to fight, Lambeth residents and staff.

The Watts Uprising: Sears & McConahay’s Politics of Violence

In The Politics of Violence, Sears & McConahay offer a detailed and academic study of the Watts uprising, sometimes known as the riots. Their goal in their own words:

This is a book about the political and social psychology of the Los Angeles Watts Riot of August 1965, an event that changed the course of American race relations. We shall attempt here to formulate, and to subject to rigorous empirical test, a comprehensive social psychological theory of urban mass violence. Two basic questions will be addressed: (1) Can riot participation rightfully be interpreted as a political act? (2) What were the major political effects of the riot? (vii)

The framing of this isn’t quite the way I’d go about it, but what it comes up with is very interesting. They follow these two main goals up with additional questions they believe are important, and that in themselves are insightful into the ways that the Watts uprising has been understand and the questions that it has raised for the wider society:

(1) Why did the riot happen in 1965, of all times, in the midst of what was apparently an unprecedented national civil rights effort, with the most sympathetic white public, President, Congress, and judiciary in history, and in the midst of great prosperity? (2) Why did it happen in Los Angeles, of all places, generally thought to be among the most pleasant, open, and egalitarian of American cities? (3) Was the riot politically meaningful in origin; that is, did it grow out of no longer tolerable social conditions that had to be reformed if further riots and miseries were to be avoided? Or was it a politically meaningless explosion, generated mainly by criminals, malcontents, or a few agitators, who managed to dupe hapless innocents? (4) What were the political consequences of the rioting? Did it lead whites to further sympathy for black people, and at long last spur them out of lethargy into remedial social action, or did it create a massive backlash that abruptly terminated the sympathetic consensus and thrust for civil rights progress? Did it horrify and terrify decent black citizens into a renunciation of all forms of confrontation, or provide for a general uplift in black pride and black solidarity, or fuel the advocacy of militant action and racial violence? Did race relations move into a more mature and realistic era, or regress into greater suspiciousness, hostility, and distance? (viii)

I liked this especially:

For simplicity’s sake, though, we have decided to use the term “riot” because it was used overwhelmingly in the media and by most of our respondents. Our data indicate, as will be seen, that it was more of a “rebellion” than a “riot,” but we will let our data speak for themselves and not try to prejudge the case by selecting a less commonly used word (ix).

Also this:

Blacks in Los Angeles had been angry for a long time, perhaps since first Negro arrived and the Los Angeles Times began printing a column (c. 1880)entitled “News From Nigger Alley. Nevertheless, most whites were unaware of the extent and depth of black grievances until after the rioting of 1965 (55).

But their findings on whites are more interesting really. They write:

One consequence of these mild peculiarities of the early settlers, and of the life style they created for themselves, was a profound degree of black invisibility–both before and after the mass immigration of blacks to Los Angeles. By “invisibility” we mean an absence of blacks in the perceptual world of white Southern Californians. Whites were (and are) physically isolated from blacks (134).

In analysing the reasons for this, Sears & McConahay come up with a list of explanatory factors: ‘The Naive In-Migrant’, often from the Mid-West and unused to Black folks and believing the West was free of such problems; ‘Racial Isolation’, a disperse urban pattern and segregation kept them apart and interestingly this: ‘the uniquely retreatist or privatistic life style of today’s new American suburbs has flourished in Los Angeles for many years, further diminishing the opportunities for interracial contact (135); ‘De Facto Segregation’ both in residence, but also shopping patterns and lack of public transportation causes greater isolation; ‘Invisibility in the Media’ (there is an amazing graph on this).

I’m not sure I buy their analysis that L.A.’s version of racism was primarily symbolic–having researched and read enough horribly vile leaflets and letters against integration, and given the Klan’s popularity. This sort of nastiness most associated with the deep South (from whence many whites moved to L.A.) was alive and well alongside more puritanical judgements, fear of the unknown and etc. I don’t believe much tension arose from whites attempting to impose traditional puritanical mores onto different cultures, alternative values and lifestyles — Douglas Flamming’s work, for example, on African Americans in L.A. seems to show at least a large portion of the community were just as believing in hard work and striving for middle-classness as anyone else. Where it does make sense is this world view demanding belief that each individual is what they make of themselves with no allowance for racism’s structural features.

So it’s a interesting line they take, mostly using ‘Black invisibility’ to argue that whites just didn’t know what was happening. I’d say more that they didn’t want to know, but this is really interesting:

Finally, it is this combination of invisibility, indifference, and ignorance, on the one hand, and the moralism of symbolic racism, on the other, that evoked, we believe, one of the oddest and least expected aspects of the riot; namely, the widespread feeling among blacks that the riot was a demand for attention more than an effort to redress specific and concrete deficiencies in their lives (144).

And again, they refer to this spatial aspect in which L.A. is a prototype rather than exception for sprawling development:

In the near future, at least, it appears that the dominant suburban pattern will be traditional values and privatize life styles in an ethnically homogeneous retreat from blacks who are isolated in the central city (even when the retreat is homogeneously populated with Roman Catholics espousing Protestant virtues). In this sense, then, Los Angeles differs from the rest of America only in that it is the most American of all (146).

So responses:

The racial polarization of local black and white leaders was duplicated almost immediately in the responses of the black and white publics, These descriptions of and feelings about the riot were as different as night and day and they formed the basis for a broad initial polarization over the issue of the riot, with blacks joined by a few liberal whites on one side, against most whites on the other….Most blacks perceived the riot as (1) a purposeful symbolic protest (2) against legitimate grievances, (3) designed to call attention to Blacks’ problems…When asked directly, a majority felt the riot did have a purpose or a goal, felt that the targets deserved attack, and agreed that the riot constituted a black protest. Also, when given a free choice of descriptive terms, a surprisingly large minority [38%] chose to talk about it in revolutionary or insurrectional terms… (159).

It continues: ‘Most though Whites had become more “aware of Negroes’ problems” and more sympathetic to them as a consequence of the riot’ (161). Also that ‘The blacks’ sympathies generally were with the rioters, not with the authorities. Disapproval of the rioters was not as common as it was of the riot itself’ (163).

It breaks my heart to read the contrast:

The story told by whites and Mexican Americans was quite different. Many (especially those close to the Curfew Zone) felt fear for their own safety or for their families’ safety during the disturbance. The Mexican American respondents in our sample (all of whom actually lived in the Curfew Zone) were particularly frightened: 52 per cent reported feeling a “great deal” of fear. Fear among whites was greatest in Baldwin Hills and Leimert Park, two integrated communities on the edge of the Curfew Zone (35 per cent reported a “great deal”) but, even in affluent Pacific Palisades 20 miles from the riot, 12 per cent reported “a great deal” of fear.
Accompanying the fear was much serious thought about obtaining guns for armed counterviolence. Forty-two per cent of the Mexican Americans and 29 per cent of the whites said “yes” to the question, “Did you at any time consider using firearms to protect yourself or your family?” Also, 5 per cent of the whites and 7 per cent of the Mexican Americans reported that they actually had bought firearms or ammunition as a consequence of the riot (164).

Almost all Whites and Mexican-Americans supported the tough, uncompromising stand toward the rioters that chief Parker and the other California law enforcement authorities established. Both groups almost invariably praised the authorities or criticized them for not being even tougher…Whites and Mexican Americans did agree, in general, that it had been a black protest but they were extremely unlikely to describe the riot in revolutionary terms…Finally, then, it should come as no surprise to learn that whites and Mexican Americans thought the riot would have quite unfavorable effects for blacks (165).

The impact this had on perceptions and strategies for struggle in teh Black community are also revealing:

Thus, our hypothesis was that the junction of the New Urban Blacks and “Watts” would leave the younger generation (irrespective of background) more drawn to imaginative and unconventional strategies, particularly those emphasizing protest and violence.

Participation in the Watts Riot itself was one key indicator of this effect. We have seen in Chapter 2 that youth was a critical factor in riot participation and in Chapters 6 and 7 that it was not merely “animal spirits” that led the young into the fray. Rather, they engaged in the riot from the same sense of grievance as older rioters.
Willingness to engage in future protest demonstrations and preference for the use of violence in the future both showed the same effect. The young were much more drawn to both protest and violence than their elders.

Malcolm X, the continuing rise of the Nation of Islam, U.S. and the Black Panthers…hardly a surprise. The authors tie the riots into a rise in Black Pride:

‘a new and more positive conception of what it meant to be black emerged in the aftermath of the violence. The riot ideology was intimately involved with this post-riot increase in positive black identity. Specifically, it seems to have occurred as part of the interpretation of the riot as a collective symbolic protest.

And this is beautiful really, in spite of painfully moralistic language and class expectations:

We have seen repeatedly that local grievances, riot participation, and the riot ideology were not to be found merely in a few deviants, isolates, political “kooks,” or half-socialized idiots. They were to be found at least as often (and frequently to an even greater degree) in the best educated, most sophisticated, most completely socialized, most modern blacks in Los Angeles. And the same is true of positive black identity: it was, in the aftermath of “Watts,” truly a mainstream value in the black community (189).

The conclusion actually does recap in detail the entire argument, and contains this nice summary of the various theories also put forward to explain the Watts uprising–and demolished quite convincingly by this book:

We constructed and then rejected empirically one formal nonpolitical alternative to our politics of violence theory, “the random outburst theory”…We also presented the far less formalized “theories” offered by authorities and by the general public. We described the conspiracy, contagion, riffraff, underclass, family life breakdown, and southern newcomer “theories” and indicated that, with the exception of unemployed males, who were quite active, they did not fit the data…The most systematic alternative formulation we considered was Banfield’s (1970) “fun and profit” theory. We described and refuted empirically his three main propositions: that the rioting simply reflected greater propensity to violence among lower classes, southerners, and the young; that it was merely a rampage or foray for pillage, rather than being motivated by identifiable and genuine discontents; and that the riot ideology merely represented post hoc rationalizations. (201).

And then in a fairly damning indictment, they list all of the recommendations made by numerous commissions on violence and rioting beginning in 1919, that are almost word for word the same:

The recommendations invariably called for a reduction of unemployment, opening of the job structure to blacks, reform of education and of programs to improve the scholastic attainments of blacks, reform of the welfare system (to cut costs) and to give the recipients “who wanted to work” assistance in getting a job, improvement of housing quality and availability, and, finally, suggestions for future police strategies. With the exception of this last [Kerner Commission], none of the recommendations made since 1919 has been pursued with any vigor and most have remained entombed in the bound official reports to be resurrected after the next series of riots (292).

The authors go further than these ‘liberal’ formulations. Ones I think the course of histor since 1973 has challenged (along with their theorization of ‘symbolic racism’) but here they are:

Jobs, housing, education, anti-discrimination laws–all of these are necessary, but insufficient answers to mounting black disaffection. In addition, symbolic gestures are called for, to deal with symbolic discontents. That a presidential candidate or a mayor would walk through the streets of Harlem or Watts or that a President would use the phrase “we shall overcome” in a message on civil rights has a profound positive effect….
With these cautions we conclude our “recommendations.” It is obvious that America does not lack for recommendations. What she lacks is equally obvious and very simple: the will to implement them. Since we doubt that white America is on the verge of suddenly acquiring this will, we feel little compulsion to add further to the list of recommendations (205).

March 26th: The Big Beginning

Yesterday was absolutely brilliant, was it not? I was still bouncing up and down when a handful of us arrived at the Westminster Arms to toast the day with the some of the folks from the Bakerloo RMT branch. We only heard last meeting that they’d affiliated to Lambeth SOS, so it was grand to get to know some of them better. But that’s jumping ahead, so back to the beginning.

The South London feeder was a tremendous success, for all the trials and tribulations and lack of democratic process over the final route. The police reported we had 5,000 people there, so you know that we had more. I’m going to miss people from this list because there were so many groups there, so apologies! Southwark SOS, Lewisham Anticuts Alliance, BARAC, Colacor, all the South London union branches, pensioners, teachers, No Cuts for Kids…and more. Amazing.

What else did we have? The best trojan horse I have ever seen, labeled the TUC Armed Wing. Ha! It was a stallion actually, as Ali swears it was anatomically correct. I’m just sorry, as I know you are, that I can’t provide photographic proof.

I hope you caught some of the activist art on the billboards along the way, I loved the one transformed into a giant legal bust card, (you can see the one featuring David Cameron here); some one has been doing some good work!

The decision to head over Westminster Bridge rather than Blackfriars was a really good one; we had no trouble at all, and we could see the hundreds of thousands of people slowly moving towards Hyde Park.

I was holding the other end of this Colacor (Latin American Colation Against the Cuts) banner for much of the way with a companero from the Latin American Workers’ Association, and originator of my favourite chant of the day: Esto no es marcha, esto es protesta, carajo! (roughly this is not a march, it is a protest damn it). As you can see, the banner cramped our photography style just a little, so I handed the camera off to Paris for a quick shot from on high when we joined the main march:

I’m afraid I never saw Paris again. But the crush of people was glorious and I did see and dearly love the full brass band

The fire brigade from the Isle of Wight with their drum, the folks with the Robin Hood hats, the balloons and the gorgeous banners from all over the country. Most of all I  just loved the beauty and immensity of it all:

This last shot I took in the late afternoon as we were leaving after a much needed rest in Hyde Park. I can’t even remember what time it was, but it must have been getting on for 5 pm and people were still streaming into Hyde Park as you can see. We thanked our stars for taking Westminster Bridge and joining the march nearer the beginning than the end. They’re saying half a million people in total but I can’t believe it wasn’t more:

Central London was an amazing place this weekend, almost empty but for a handful of confused shoppers, protesters, and riot police.

Just check out the nonchalance of London towards riot police! It was immensely surreal, but surely not business as usual. I don’t think it has been business as usual for a long while, I think that is something we should congratulate ourselves on.

UK Uncut went on to occupy Fortnum and Mason’s as well. Just after I had grown tired of milling about, sadly. You can read the press release here, and a very moving eyewitness account from a new activist who was there. There’s also plenty of live video footage to contradict the reports in the press of violence and mayhem. The police caused the damage, but, you know, it’s Fortnum and Mason after all. As my favourite tweet of the day says: @simonblackwell: According to police, £15,000 worth of damage inside Fortnum & Mason. Someone knocked over a jar of olives.

I know there’ll be a lot of contradictory opinions on the violence of yesterday. For myself, the violence really at issue here is that of the government against the people. It’s in every job cut and every service lost, and the job cuts run into the tens of thousands. For those of us with personal experience of the immense pain that come from lay offs and the destruction they can cause to people’s sense of self, their families, and their communities . . . there is no way to stand by and do nothing. Dismantling the welfare state is nothing if not intensely violent.

This is why we must continue to fight tooth and nail against all of it, from the sackings of RMT reps Arwyn Thomas and Eamonn Lynch (who I met last night, cheers Eamonn), to the cuts to the NHS, to our libraries and librarians, park rangers, public housing and … well, just tell me who and what isn’t getting cut.

Join us next Thursday, March 31st, 6:30 pm at the Vida Walsh Centre in Brixton to see where we go from here. I find myself deeply inspired by yesterday’s march and all of the people I marched with. So now? Now we go back to work to save our jobs and our services.

Camden Council Refuses Entrance to Public

Just got back from Camden town hall, I went with the LSE contingent because it’s our University’s borough, but showing a little solidarity from Lambeth SOS as well! I have no nice words for our Labour council at all, but Camden’s Labour council had upwards of 30 policemen waiting for their constituency. They closed down the main entrance, and police lined the concrete ramp leading to the small door labeled staff entrance.

It seemed absurd when we arrived, a line of pensioners and people in wheelchairs behind a line of metal barricades across the street from the Town Hall. They had tea and biscuits, and one carried my favourite sign: ‘Age Against the Machine’ was once again in play! We yelled ‘Save Great Croft’, one of the two day centres up for the axe. In the words of Mrs Ruse, of Cromer Street, King’s Cross (taken from a Camden Gazette article): “If they closed this centre, they would be sending us all home to die. There would be nowhere else for us to go.”

They are planning to close the centre. They were voting tonight. We chanted with the small crowd, I can’t tell you how awful it was to stand next to elders in wheelchairs across the road from the hall while the police stared at us. But that’s when the main contingent showed up from Camden United Against the Cuts. They had a bus! And several hundred people and we took over the road and got rid of the barriers.

There were attempts to break through the police line, chants of ‘Whose town hall? Our town hall.’ But there were too many of them and the doorway far too defensible.

So we took Euston Road, and held it. At no point before then did I see them allow anyone from the public into the building, and I heard that not even all of the official delegations got in. At least not until we had held the road for forty minutes or more. Maybe more, it felt like more, it was ridiculously cold and damp and my feet and hands have still not recovered. Word was that the meeting had been adjourned, postponed, dragged out, who knows. But they finally did let a handful of people in, a ploy to get us off Euston Road? Text from inside said that the balconies were empty.

And then they stopped letting people in. I laughed at, and others argued with, the police. Not much else to do given their numbers and their funny array of hats. And then I was just too cold, and so I came home, though I was feeling as though I could leap a double line of policemen in a single bound if only to be warm again. But I figured that might be slightly delusional. When I left we were still holding the road.

No ifs, no buts, no public sector cuts. I’m looking forward to fighting with you all until we win. Or I get so cold I can no longer move my fingers.

Occupying Lambeth Town Hall

Occupying Lambeth Town Hall to hold a People’s Assembly is what we did on the 23rd, and extraordinary it was too! The crowd outside was so impressive, and the noise was like nothing, absolutely nothing I have ever heard before, as the cars, trucks and buses passing all slowed down, cheering and honking to show their support.

It was tricky even getting in. And so we got fed up and took democracy into our own hands. This is what it felt like as we forced our way up the stairs and into the main council chamber after they refused to even let us into the overflow room to hear our people testifying to the council:

I’m usually the one with the camera, so it is magic to have someone else catch my face (and Ali’s!) at such a moment of happiness (photo by Guy Smallman, he’s got some great pics!). I found my face featuring heavily in the Socialist Worker article, which was ironic, but I loved that so many groups were able to come together to pull off such an incredible night.

I’m late writing this up due to exhaustion and another day of protest yesterday, and you can read the full coverage from the Guardian here. We heard this article some time after midnight, sitting in the Brixton Bar and Grill and clustered around Andy as he read it off of his phone. The victory was particularly sweet as a section of Lambeth’s Labour Council was also in the Brixton Bar and Grill, we spotted them in their suits as soon as we entered the door. Celebrating one would guess. Some words were exchanged, some hilarious dancing, but no blows. I twittered that their hangover was going to be far worse than mine, and doubtless I was right. Especially since it’s a cocktail of liquor, guilt and responsibility for carrying out this unprecedented attack on the welfare state.

Not us of course, we were celebrating a victory in the good fight, and the Guardian article was just icing. What got the most cheers upon reading was this: “Demonstrators ranging from trade unionists to pensioners occupied the chamber for more than an hour, taking their seats in what they called a ‘People’s Assembly'” because Lambeth SOS is both big and diverse and it’s a shame that the council tries to brand us otherwise. My favourite though, was “Alex Bigham, a Labour councillor, said that the meeting had been moved to an assembly room after it was disrupted by ‘quite organised protesters'”. Damn straight we are ‘quite organised’. The cuts affect up to a thousand jobs, not just people’s quality of life, but their ability to live itself. This budget will devastate both workers and those who need and deserve the services that they provide.

So a brief rundown on the assembly! Ruth presided over the voting as Mayor of Lambeth, as we voted down a budget that will destroy everything we have fought to build since World War II.

The People’s Assembly support them unequivocally. As we did libraries, park rangers, teachers, school crossing patrols, nurses and the NHS, the RMT (who were brilliant by the way, though we could have used their heft getting up the stairs!), students who joined us from the UCL occupation, and everyone else who makes Lambeth a great place to live.  This is just one more step forward, for more info on what’s coming up or how to support, go to http://lambethsaveourservices.org/.

Big Society Bail-in at Brixton’s Barclays

UK Uncut came out in force against the cuts in Brixton this morning, cold and rainy as it was, as part of the Big Society Bail-In. The demand? Books Not Bonuses.

So a quick note on why protest Barclays Banks, and just what this is all about:

  • £11.6 billion: the amount of profit Barclay’s made in 2009. They paid tax on only 1% (The Guardian)
  • £6.1 billion: the profit Barclay’s declared in 2010, along with a 23% rise in the average pay of its investment banking arm, Barclays Capital (The Guardian)
  • £9 million: the bonus paid to Chief Exec of Barclays, Bob Diamond, this week — more than 400 nurses earn in a year. (UKuncut)
  • over £100 billion: the Bank of England estimate of the subsidies and guarantees to the banking sector in 2009, which Barclays has benefited from. (The Guardian)

How can it possibly be such an uphill battle to save thousands of jobs, frontline services, and a tradition of taking care of each other, when making Barclays (and all the rest) pay their tax could pay for it all?

Budget Cuts in Lambeth

Several hundred people gathered in front of Brixton town hall on February 7th to protest against the budget cuts.

What are they cutting?

Almost every council service, anything up to 1000 council workers, 25% of all staff, this includes:

  • The entire park ranger service
  • The entire school crossing patrol service which serves 24 schools
  • More cuts in Children’s Services
  • Libraries budget slashed – staff cut, Nettlefold hall closed, four of nine libraries under cuts consultation
  • Discretionary freedom passes for adults with mental health problems
  • Regeneration schemes on housing estates
  • Cuts and privatisation in adult social care
  • Lambeth and Lewisham Colleges to merge – massive cuts to local education
  • Reduction in highway maintenance levels and potholes
  • Rent rises whilst there are less staff to keep estates safe, clean and in decent state of repair
  • Maintenance of the borough’s parks, cemeteries and crematoria is to be scaled back.
  • Street cleaning levels reduced
  • Many cultural events scrapped
  • Three out of four Public toilets to close
  • Noise nuisance service
  • Reduction in the Faith Engagement Programme, which helps to support events such as Holocaust Memorial Day and Peace on the Streets and other community events and projects.

There were only 90 tickets to get into city hall last night, thus limiting democracy to 90 people only. Police hovered along our entry, as we waited in line to get into Room 8:

And that’s the last illustration I’m afraid, as I was told politely that no filming or pictures were allowed inside.

Steve Reed kicked it all off by telling us all that the evening was NOT a forum, but instead a cabinet meeting, which is held in public. They had allocated an hour of comments for all the issues up for discussion, and each speaker was requested to limit their comments to 3 minutes each. Like the cuts, the more time the council gave you, the more time they took from someone else, forgetting that the time limit, like the budget, is completely arbitrary. They tried to keep it business as usual, but that’s not quite what happened; these aren’t the times for business as usual.

First we sat and listened to the councillors report back on how the cuts would affect their various areas. They thought the national government was wrong to impose these cuts, they claimed the cuts were heavier in inner city areas, and it was particularly egregious that they should be frontloaded as they were.

They emphasized that there would be even more cuts, and a lot more pain, in the years to come.

They used words such ‘unprecedented in our lifetime’, they said the national government had declared war on the welfare state. They were being forced to cut a quarter of the workforce, up to 1,000 posts. All services were being slashed, and all this in a context where things were getting steadily worse for working people in Britain.

While they emphasized they were not happy to be presenting this budget, they presented it all the same. They emphasized that given the cutting of all services, they new that people’s primary worry would be crime, so they were increasing the number of police on the street. Fewer services, more police? It appears they’ve forgotten Brixton’s history with the police, if they ever knew it.

And then it was our turn to speak, starting with the kids from the threatened adventure playgrounds and One O’Clock Clubs. “We can’t just hang around on the streets, because the streets are very dangerous,” challenged one. “Explain to us where we can go and we will go there.” requested another. The audience cheered.

They were followed by a long line of people with one consistent message (and apologies for not capturing all the details, as they are important I know!), these cuts are wrong, they are ideologically motivated, and it is your duty as our elected officials to stand up to them. Someone emphasised they should not be selling our community’s assets, but building desperately needed housing on them. Another that bankers’ bonuses and tax evasion and avoidance should be cut, not services. The council was requested to choose a side, and Jon Rogers of Lambeth Unison compared them to the Vichy government. In fact, there was a lot of historical memory in the room, given that after World War II, with a debt immensely higher than it is today, we built the NHS and the welfare state.

Everyone acknowledged the pain, despair, and anger that these cuts would bring. That once you have lost something it is almost impossible to get it back. That these cuts will impact the minority communities above all, the most vulnerable, the women and children and elderly and disabled.

The final speaker was Kingsley Abrams, labor councillor for Vassall, who had spoken out and voted against the budget. He urged his colleagues to do the same. Steve Reed then proceeded to call him a disgrace. We demanded that he apologise. The room began chanting ‘apologise, apologise!’

And that’s when the police come in. We watched one come in from one side, and another came in behind us. Two more followed him. The chanting turned to shame, we demanded that nothing further be done until the police left the room. When we asked the policeman beside us who had invited him in, he pointed at the staff person, but that was quickly denied. The police left, they apologised to us for entering, and then the staff apologised as well.

When we saw that the council were not going to seriously consider our request we left. In another little chat with the police on our way out, Inspector Dornan mentioned our ‘infantile leftist posturing’.

There was indeed a lot of posturing, but not by the members of the community. We’re just getting started in this struggle for our communties, our homes, and our lives, and looking forward to the full council meeting on February 23rd.

The absurdity of mass repression

Documentary after documentary. It is how I have been spending the tail end of my nights lately, after long days of work and time with friends. Some we have published, some are submissions for us to consider publishing, a few I throw in as reminders of what is already out there.

They are all of struggle, so at some point every night I have sat here with tears pouring down my face. Sometimes they are indefinable tears. I don’t know why masses of working people in the streets and facing down riot police always make me cry, but they always do. Perhaps for the hope they give me where there is so little hope left. Too often they are tears of sadness, for those who have been injured, tortured, killed. The worst was Black and Gold, where there is a mother grieving for her son shot by the police. I have heard that grief before, it is hoarse and raw and rending, it shatters everything in you to hear it. It flays you to bear witness and be able to do nothing. It takes me back remorselessly to the burial ground and the huge machine already covering the coffin and tamping the ground even as the mariachis still played. Maria almost screaming, if she had had any voice left. I cannot understand how this can be the world that we have created.

And I cannot understand how these things continue. Chicago, Alabama, Buenos Aires, Oaxaca, Burma, Greece…these are just a fraction of the confrontations where governments have turned on their own people.  Intellectually, of course, I understand the intertwining of government and capital, the need to retain power at all costs, the strength and cunning of propaganda combined with media silence. But fundamentally, everything in me revolts at its very possibility. Everything revolts at the idea that a government that turns its army and security forces onto thousands of its own people could retain the slightest shred of legitimacy. With anyone.

What is a government for, and why does it exist?

How can a legitimate government defend itself from its own citizens with police bearing clubs, tear gas, pepper spray, pistols and machine guns? With helicopter attacks, secret and open raids, illegal arrests, disappearances, torture, assassination, bombs?

How is it possible that we have come to accept that a government can repress a mass movement of its own people? Who else do we think it is accountable to?

In my cynicism I know that’s a beginner’s question. Of course they are not accountable to the masses of their people; they are accountable to the few, the wealthy, the elite that they themselves are part of. They hold the money and power, and if persuasion does not work, they will use force. I understand all of this, but even so. I rage at the fundamental absurdity of this being the universal system that defines the lives of all us.
